The IHR are an instrument of international law that is legally-binding on 196 countries, including the 194 WHO Member States. The IHR grew out of the response to deadly epidemics that once overran Europe. They create rights and obligations for countries, including the requirement to report public health events. The Regulations also outline the criteria to determine whether or not a particular event constitutes a “public health emergency of international concern”.
During the pandemic in Austraia for example, many decisions have been made at the National Cabinet – not in Parliament – and the responsibility for implementing those decisions has been split between federal, state and territory governments. This complicates the ability to ensure proper human rights scrutiny of the measures.
For example: Some of the important functions of the Australian Human Rights Commission are limited to examining human rights compliance at a federal level – but many of the measures to respond to the pandemic were not implemented at a federal level, even though they relate to federal responsibilities like the border control of Australia.
The Commission has offered our assistance to State and Territory human rights bodies during this time.
What are the Human Rights Commission’s concerns?
The Commission is concerned at the lack of transparency in explaining the continued justification for some emergency measures, and even for identifying which level of government is responsible for some measures.
Some of the decisions were put into legislation, others were introduced in other ways – which means they cannot be easily reviewed, and they don’t automatically require independent human rights scrutiny at the time of the decision. This means any human rights scrutiny happens after the measure is already put in place and affecting people.
The checks and balances that ordinarily exist are important to our democracy. Without appropriate transparency and accountability, there is a real risk of Australians being exposed to unnecessary restrictions of their rights and freedoms.
International human rights laws
International human rights law allows governments to restrict many rights and freedoms during a public health emergency, such as a pandemic, for the safety of everyone in the community.
However, limitations on human rights should meet the following criteria:
They must be prescribed by law. They must be necessary and proportionate to the evaluated risk.Governments must be transparent about the reasons why they consider restricting human rights is necessary. Any limitations on human rights should be the minimum necessary to address the emergency and in place for the shortest time needed to deal with the emergency. The measures must be consistent with international law and must not discriminate against people on the grounds of race, sex, age, disability or sexual preference.
The need for the restrictions must be regularly assessed and the moment they are no longer necessary, they must cease.

The Department of Health do not have an isolated sample of the virus covid-19 (freedom of information requests). The RTPCR test is not fit for purpose as it does not identify infection.
The USA CDC and FDA have revoked its emergency use authorisation as it cannot diffrentiate between the flu and another virus and would not have received permanent approval.
There is something seriously wrong that the Department of Health with all its resources is not aware of this and continue to give advice that keeps leading to declare and extend State of Emergencies based on this false data.
The comittee Scott Morrison set up to advise the cabinet includes Jane Halton, who was at Event 201 in 2019 which was a simulation excercise of an outbreak of a corona virus.
All the projections of the pandemic have been taken from Neil Furgeson of the Imperial College of London and John Hopkins who both got it completely wrong, but their models and advice is still being listened to and used.
By any metric there were no more aggregated deaths in 2020 than 2019, what has happened is that the deaths have been re-categorised that anyone that died testing positive to covid19, even if they had comorbidities had covid19 put on the death certificate.

The 2005 International Health Regulations and the WHO limited power
The WHO, as an organization, does not have the authority to gather information and data in each country. Instead, the responsibility to disclose information falls on states’ national authorities, as stipulated in Article 6 of the IHR. States are obligated to notify the WHO within twenty-four hours of ‘all events which may constitute a public health emergency of international concern within its territory’. In addition to Article 7 of the IHR, which requires states to ‘provide to WHO all relevant public health information’ of ‘unexpected or unusual public health event within its territory’ that could constitute an international public health crisis. Even though the IHR allows the WHO to take into account reports from sources other than states, as provided in Article 9(1) of the IHR, the WHO is still required to request verification from relevant state parties of those reports, as stipulated in Article 10 of the IHR. The only situations the WHO could overlook state parties are in cases of non-collaborations by the states, as provided in Article 10(4) of the IHR.
Hence, without states going through with their obligations in good faith and providing resourceful information, the body designed as a hub to foster cooperation in tackling international health crisis, would be practically almost ‘blind’.

Those who have been mistreated by police in most states have three main options open to them
The first is an ‘internal complaint’ to the Police Force itself. This requires you to provide as much information as possible to the police themselves. That pathway is notorious for bringing about an outcome which is favourable to police – after all, police are essentially investigating themselves.
The second option is to make a complaint to the Law Enforcement Conduct Commission (LECC), which receives thousands of complaints against police each year and is hopelessly under-resourced. What’s more, the LECC does not have the power to discipline police or make a costs order in a complainant’s favour.
This can leave victims of police misconduct feeling justifiably aggrieved.
The third option is to consider making a civil claim against the NSW Police Force.
This page outlines the law when it comes to suing police for assault, false imprisonment and malicious prosecution.
Where police act outside their powers, it may be possible to bring civil proceedings for damages arising from assault, false imprisonment or malicious prosecution.
These types of cases come under the law of ‘intentional torts’ and require the plaintiff (the person who has been harmed) to prove a number of matters before damages can be awarded.
The most common civil claims against police are those that involve interference to the person, which are as follows:
Unlawful Arrests
This is another type of intentional tort, involving a wrongful, intentional act causing restraint on the liberty of another person, for any period of time.
Common applications in relation to police conduct include arrests for breach of bail conditions, for example; where a person is arrested in relation to bail conditions that have previously been varied, dispensed with or are no longer in place. Also, arrests for the purposes of questioning or investigation, for which police have no power.
The elements that need to be proved are:
The defendant intentionally caused the total restraint of the plaintiff’s liberty. The restraint of liberty must be total and not merely a partial constraint of movement. However, the deprivation of liberty can be actuated by non-physical boundaries and does not require physical contact. The element will be made out where it can be demonstrated that the plaintiff felt obliged to submit to the instructions of the defendant. Where a person is arrested and taken into custody by police, an issue regarding this element will not arise.
The restraint was not lawfully justified.The only defence to an action in false imprisonment is that the restraint was performed pursuant to lawful authority. Once the restraint of liberty has been proved, it is up to the defendant to show it was justifiable or lawful.
The power of Police to affect an arrest is outlined in Section 99 of the LEPRA:
99 Power of police officers to arrest without warrant
(1) A police officer may, without a warrant, arrest a person if:
(a) the police officer suspects on reasonable grounds that the person is committing or has committed an offence, and
(b) the police officer is satisfied that the arrest is reasonably necessary for any one or more of the following reasons:
(i) to stop the person committing or repeating the offence or committing another offence,
(ii) to stop the person fleeing from a police officer or from the location of the offence,
(iii) to enable inquiries to be made to establish the person’s identity if it cannot be readily established or if the police officer suspects on reasonable grounds that identity information provided is false,
(iv) to ensure that the person appears before a court in relation to the offence,
(v) to obtain property in the possession of the person that is connected with the offence,
(vi) to preserve evidence of the offence or prevent the fabrication of evidence,
(vii) to prevent the harassment of, or interference with, any person who may give evidence in relation to the offence,
(viii) to protect the safety or welfare of any person (including the person arrested),
(ix) because of the nature and seriousness of the offence.
The most common civil claims against police arise out of wrongful arrests, where police have acted outside their powers in performing an arrest. However, actions may also arise where the initial arrest was lawful, but the plaintiff was detained beyond a reasonable time.
How to complain
A complaint about the NSW Police Force or its employees can be made to the Commissioner of Police or the Law Enforcement Conduct Commission (LECC).
To lodge a formal complaint with the Commissioner of Police you must do so in writing.

To lodge a formal complaint with the Law Enforcement Conduct Commission (LECC) go to www.lecc.nsw.gov.au. Some less serious complaints will be referred to the police for investigation but, these will be monitored by the Commission’s own staff.
In most circumstances complaints received by the Law Enforcement Conduct Commission will be referred to the NSW Police Force to investigate (subject to the oversight of the Law Enforcement Conduct Commission).

The LECC encourages members of the public and public officials to report suspected serious misconduct or serious maladministration involving the NSW Police Force or NSW Crime Commission.
Anyone can report allegations of misconduct or maladministration to the LECC and you can do so anonymously if you wish. If you do provide contact details, then the LECC will be in touch to let you know it has received your complaint, and then subsequently to inform you of its decision.
If you have information about Police or Crime Commission misconduct, you should pass it on to the LECC. Timely reporting helps the LECC to deal effectively with the conduct and prevent future misconduct.

Cinchona bark tonic water is for people that are tired of the boring Gin & Tonic. No artificial chemicals or flavors here just the real herbs, spices, and fruits. We sell Cinchona Bark from Cinchona officinalis which is the bark used for medical purposes and is the same plant used to treat Malaria.
Cinchona Bark to make Tonic Water Add cinchona bark, herbs and spices to the water and boil for ten minutes, stirring occasionally. Take the pan off the stove, cover and let steep for an hour. After steeping, very carefully remove the lid and without stirring, pour through a strainer and then a coffee filter slowly. This may take several coffee filters to complete. When the filtration is complete, warm the liquid up then add the citric acid and syrup. The longer you boil the herbs the easier it is to burn them therefor I suggest that you do a slow gentle boil for 10 minutes and then steep them for an hour.
4 cups water ¼ cup cinchona bark powder (or ½ cup cinchona bark cut) 1 tsp whole allspice berries ¼ cup citric acid ¼ tsp salt 1 ½ cups of agave syrup
Combine water, bark, and berries in a medium saucepan and bring to a boil over high heat. Once mixture starts to boil, reduce heat to low, cover and simmer for 20 minutes.
Remove from heat and strain out solids using a strainer. You’ll need to fine-strain the mixture, as it still contains quite a bit of the cinchona bark. Use a coffee filter, it may take 2 or 3.
Once you’re satisfied with the clarity of your mix, heat it back up on the stovetop (never microwave), and then add citric acid, salt, and agave syrup to each cup of your hot mix. Stir until combined, and store in the attractive bottle of your choice.
To assemble a gin and tonic, use ¾ ounce of your tonic syrup, 1½ ounces of gin and 2 ounces of soda water over ice.

1/4 cup lemongrass. 1 tbs Allspice Powder. Cardamon Powder. Cloves Powder. Juniper Berry. 1 Cinnamon Stick. zest and juice of 1 orange. zest and juice of 1 lemon. zest and juice of 1 lime.
